Cypress Village Homeowner’s Association
Annual Meeting Minutes
April 17, 2007
In attendance: Beth Lane, Nikki Skinner, Talon Felts.
Also in attendance was Anthony Snyder representing Houston Community Management.
President, Beth Lane called the meeting to order at approximately 7:00 p.m.
Establish of Quorum-
Previous to the meeting, the board unanimously agreed to amend the section in the by-laws requiring 50% of the homeowners present to establish a quorum. This section was amended to 10% requiring a more reasonable amount of homeowners present to conduct Association business. A quorum was then established.
Approval of Minutes
The 2006 Annual meeting minutes were reviewed and unanimously approved as presented.
Committee Reports
Head of the Parks and Recreation Committee Latisha Odell stated that she has been working with representatives from the City on ideas and proposals for the designated Park area located within the Association. A letter has been drafted as well as meetings scheduled to discuss upcoming plans and suggestions given to the Association.
Financials
Treasurer Talon Felts discussed the financials in the form of the January 2007 balance sheet. Upcoming projects and pending liabilities were discussed along with plans of spending in 2007. The board discussed the decision made by the board to increase the homeowner Assessments to an even $200 per year or $100 every 6 months. This increase was a direct result of the Association’s need to establish a reserve fund for future improvements along with the upkeep of the Association’s common areas.
Election of Officers-
As stated in Article IV Section 1, the board unanimously passed a resolution to change the total number of Board of Directors from “no more than three” to “no more than five.” Nominations from the floor to fill the now three vacant positions were Carolyn Lake, Chad Hammons, and Robert Nunez, along with Incumbent Talon Felts. Homeowners were given ballots and the results determined that Talon Felts, Robert Nunez, and Carolyn Lake were elected to serve two-year terms on the Board of Directors.
Homeowner’s Forum-
Homeowners expressed their concern in regards to the lighting on Harkey Road, City Park areas needing attention, and requesting that the City install speed limit signs within the Community.

There being no further business the meeting was adjourned at 8:20 p.m.
